Thomas is the son of Ridge Forrester and Taylor Hayes. He is portrayed by Matthew Atkinson. Zoe, portrayed by Kiara Barnes, is the daughter of Reese Buckingham and Grace Buckingham.

Thomas and Zoe got to know each other when they were both involved in a crime. Zoe's father, Reese Buckingham, stole Hope Logan and Liam Spencer's newborn child when Hope was unconscious and placed another clients dead baby in Hope's arms claiming it's her child. Reese sold the baby to Taylor Hayes. Taylor didn't know that Reese stole the baby and she agreed to pay 250k of adoption fees because her daughter Steffy Forrester wanted to adopt a baby girl and name her after her dead twin sister Phoebe Forrester. Reese asked his friend from Vegas, Flo Logan (then Fulton) to pretend that she's the mother of the little girl and promised her 50k for the trouble. Steffy immediately fell in love with the child and Reese prepared fake documents. The adoption was finalized and the Forrester woman happily took the baby home. Zoe realized what her father did and she wanted to reveal the truth to Steffy, but when she got to the Forrester's home and saw how good the baby is taken care of she decided to keep her mouth shut and not risk her father going to jail. She even went as far as encouraging Flo to stay quiet on multiple occasions. Thomas and his son Douglas Forrester arrived in LA after Douglas's mother, Caroline Spencer II died. Thomas noticed that Hope and Douglas bonded and he dreamt raising his son with the Logan woman. One day Thomas found out that his sister is raising Hope and Liam's baby. At first he wanted to tell the truth, but then he decided that his sister's happiness matters more. He also wanted to convince Hope that raising Douglas is a way for Hope to be a mother again so he couldn't risk the young Logan getting her daughter back. For weeks Thomas manipulated the grieving mother and he threatened people that knew about the kidnapping to stay quiet. Zoe was one of these people and she was dating Xander Avant at the time. Hope came to a conclusion that Liam needs to live with Steffy and two little girl who need him. Thomas drugged Liam and he ended up sleeping with Steffy. When Hope found out about it just speeded things up. Hope decided to marry Thomas and raise Douglas with him, but she remained in love with the father of her daughter. Thomas son found out about Beth Spencer being alive and the fact that she's aunt Steffy's adopted baby. Thomas manipulated his son to keep quiet. The Forrester man had a hard time when Hope didn't want to make love with him. He organized a romantic get away with Hope and Steffy was babysitting Douglas. At Steffy's home, Douglas revealed to Liam that Beth is alive and that she's Phoebe. Liam connected the dots, called the doctor from the birth certificate and when he heard that Flo was never her patient he rushed to confront her. Steffy was sure that Liam is losing his mind and she called Thomas asking him why he told Douglas that Phoebe is Beth. Thomas panicked and tried to take Hope away from LA, but Liam managed to talk to Hope before that. After the truth has been revealed Thomas ran out of town. When he came back he lived at his friends flat. In October 2019 Zoe wanted to leave LA and go back to London because Xander broke up with her. Thomas convinced her to live with him and his friend Vincent Walker. The Forrester man shared his plans of getting rid of the Logans from his family with Zoe. Thomas showed his new designs to the Buckingham girl and told her that she was his inspiration. In November 2019 Zoe tries to convince Thomas to just focus on getting back his career at FC and lose hope of getting back with the Logan girl. Zoe even kissed Thomas to take his mind off Hope. Liam and Steffy found out that Zoe became friends with Thomas. Liam asked Steffy to hire Zoe back at Forrester so they could see if Thomas is still obsessed with Hope. Steffy noticed that her brother and Zoe started to be closer and she was wondering if his feelings for the girl are genuine or he just wants to make Hope jealous. Zoe assured the Logan woman that the feelings between her and Thomas are real. Soon Thomas and Zoe made love for the first time. The Forrester man took his new girlfriend to the Forrester family party. Thomas's family hoped that he really did move on from his obsession with Brooke's daughter. Carter Walton started complimenting Zoe and shared with her that he is scared that Thomas might hurt her. Thomas organized a birthday party for Zoe and invited his loved ones. He kissed Reese's daughter in front of his son. Douglas wasn't happy about it. Soon Thomas started to explain to his son that Zoe will be his new mommy which greatly upset the little boy. Zoe tried to bond with Douglas, but he made it clear that he see's Hope as his mother. Thomas proposed to Zoe and when Douglas found out about it he got angry. He also begged Hope to stop his father from marrying Zoe. Hope convinced Zoe to test Thomas's feelings during the ceremony. Zoe agreed because she wanted to prove that Thomas really wants to marry her. Hope, in a wedding dress designed by Thomas and holding Douglas's hand appeared in front of Zoe and Thomas. The Forrester man, seeing it as Hope's desire to marry him, told Zoe that he has to take a chance to be with Hope. Zoe then realized that Thomas really did use her. The Logan woman tells her ex husband that she just wanted to expose him. When Thomas realized that Hope didn't really want to marry him he turned to Zoe and hoped that they can still get married, but Zoe rejected him and thanked Hope for saving her from marrying him.
