Rick and Phoebe had a short, but intensive relationship in 2007. For Phoebe it was her first, true love. Phoebe was portrayed by MacKenzie Mauzy and Rick was, at the time, being portrayed by Kyle Lowder. Their romantic relationship was never consummated.
Beginnings[]
Phoebe and Rick both arrived back in LA in 2007. They started being friends and Phoebe wanted to save Rick's relationship with her father Ridge Forrester. Ridge thought that Rick's friendship with his daughter is wrong. Also Ridge's mother, Stephanie Forrester didn't want the two getting close to each other. Phoebe couldn't stop thinking about Rick. He also feel in love with the girl he once considered to be his niece and they began dating.
Opposing forces[]
Ridge was livid when he heard that a much older Rick is dating his young, innocent daughter. He demands from Brooke Logan Forrester to do something about it. Brooke talks with her son and Rick thinks that she is choosing Ridge over him however he gets convinced by his mother and decides to end things with Phoebe. He starts to regret it and soon Brooke catches the two on kissing. Soon also the press the and the rest of the Forresters find out that the two decided to continue their romantic union. Ridge and Stephanie go to Big Bear Cabin and Phoebe's angry dad confronts Rick. The two see no other way, but to cool their relationship, but still don't want to give up. Phoebe finds a friend in Rick's aunt, Donna Logan who tells the girl that she and Rick are made for one another. The young Forrester girl started to resent her father for messing in her love life and decides to disrespect her father's wishes again. Ridge finds Rick and Phoebe in a compromising situation and fires his daughter from work. Later Phoebe's mother, Taylor Hayes convinces Ridge to re-hire their child.

Brooke asked Ridge, Rick and Phoebe to join her in Australia. Donna booked a honeymoon suite for her nephew and Phoebe. Ridge found out about it and went there. During a huge fight Ridge hits Rick and an angry Phoebe leaves the hotel. Brooke is tired of how Ridge is treating her son and ends their engagement.

Back in LA Phoebe's ex admirer Shane McGrath appears. Ridge protects his daughter from him and soon Shane dies. Rick tries to find evidence that would incriminate Rick and he testifies against him. Phoebe is angry at Rick and breaks up with him. Soon after Phoebe found out that her father was involved in Shane's death, even if he didn't kill him and she regrets being so hard on Rick. While she missed him Rick was in Paris with Ashley Abbott, his former flame. When Rick came back to LA he was distant. Phoebe was heartbroken. She tries to find comfort in Constantine Parros's arms. Constantine is a singer that Phoebe got to know when Rick introduced them to each other. Constantine tells Phoebe that Rick does not deserve her. Soon Phoebe asks if he slept with someone else and Rick doesn't try to lie and confesses the truth, but doesn't reveal that it was Ashley. Soon after Rick confessed that he and not Ridge shot Grant Chambers many years ago. He forgot about it because he was a traumatized child, but his memories came back. Rick said he confessed only for Phoebe's and not Ridge's sake. Rick is jealous for Phoebe and Parros and the two soon go back to each other even if Rick has doubts if they can create a serious relationship with each other. One day Phoebe finds out that Ashley was the one that Rick slept with in Paris and she is livid. She informed her father that was in a relationship with Ashley at that time. Rick tried to win Phoebe back, but she refused to forgive him. Rick wants a singing contest to save his relationship with Phoebe, but she confesses to Parros that she can't sing with Rick.

In 2008 Phoebe starts seducing Rick again, not knowing that he is already seeing her mother Taylor Hayes. One day Phoebe catches Rick and her mother in bed. She's absolutely heartbroken. Taylor breaks up with Rick for Phoebe's sake, but soon Phoebe tells them that she will accept their relationship. The two get engaged. Phoebe leaves LA and comes back after Taylor and Rick ended their relationship. Phoebe tells her mother that she left to avoid seeing her and Rick together. When Phoebe spoke to her twin sister Steffy Forrester she has learned that Rick kissed her. She's angry that Rick not only was in a relationship with her own mother, but now made a play for her twin sister too. She enters Rick's car and demands he stops it. He doesn't stop so she yells at him and starts scratching him. At one point Phoebe accidentally pushed the gas pedal and Rick lost control of the car. Phoebe didn't have her seatbelt on so the force pushed her out of the car. When Rick regained his consciousness he saw that Phoebe is in a serious condition. Rick panics and despite his injuries he runs to Eric Forrester's home. On his way he meets Ridge and they both go to Phoebe. When Ridge arrives at the accident scene Phoebe opens her eyes and sings to Ridge and dies shortly after. Ridge is inconsolable and blames Phoebe's death on Rick.
