Flo and Reese got to know each other off screen in a casino in Vegas where Flo worked. They dated for some time. Reese moves out from Vegas because he has a big gambling debt. He starts working in two hospitals, in LA and one on nearby Catalina island. His daughter Zoe Buckingham works as a model at Forrester Creations Steffy Forrester organizes a party for her team and Zoe is invited. The girl takes her father to the party where he mets Steffy's mom, Taylor Hayes. During the party Taylor confides in Reese and tells him about her problems with Brooke Logan and her daughter Hope Logan who is married to Steffy's ex husband Liam Spencer. Hope is expecting Liam's baby while he also has a baby with Steffy. In Taylor's eyes her daughter was robbed from raising her daughter Kelly with both parents. She also claims that Brooke destroyed her marriage to Ridge Forrester. One day Reese witnesses Taylor and Brooke arguing and he decides to defend Taylor which impresses her. Reese gets a visit from Vegas. Thugs want their money back. Reese is supposed to give them the money or they will do something to Zoe. Taylor tells Reese that her daughter wants to adopt a baby and that money is not a problem. On a windy day in Catalina Reese has a patient that gave birth to a stillborn baby. The depressed woman told him that she just wants to forget that night and leaves her baby's body at the hospital. After the patient left Hope Logan arrived at the hospital, ready to give birth. Reese and Hope are all alone at the clinic. When Hope is delivering her baby she suddenly faints. Reese takes the opportunity and replaces Hope's healthy baby girl with the other patients dead baby. Hope's husband arrives at the hospital and they are both informed their child died. Reese shows them the body of the other patients baby. Back in LA, he informs Taylor that there is a mother that wants to give up her baby for adoption. Reese called Flo and convinced he to play the part of the mother. Reese informs Taylor that the adoption will cost 250k. Taylor, initially surprised by the price, agrees. Steffy falls instantly in love with the little girl and calls her Phoebe to honor her late twin sister Phoebe Forrester. Flo receives 50k for her trouble. Reese tells her that he will move out from LA and Flo wants to go with him and continue dating, but he turns her down. Flo is shocked when she learns that Reese exchanged babies. Soon Flo meets her ex boyfriend Wyatt Spencer. He is taken, but Flo really wants to be with him. She's surprised to find out that the mother of the baby is Wyatt's sister in law. Not long after it comes out that Flo and Hope are actually cousins. Flo tries to tell Hope the truth many times, but she's afraid for various reasons. One of the reasons is that she started dating Wyatt again and she doesn't want to lose him. Eventually the truth comes to light. Flo and Reese both end up in jail. Flo leaves jail faster because Ridge Forrester drops the charges in fear that Flo would testify that his son Thomas Forrester knew about the baby switch and tried to use it to his advantage.
