The two dated in the 80's or early 90's (unknown time) and conceived a son Wyatt Spencer. Bill is the illegitimate son of Bill Spencer Jr. and an unknown mother. Quinn's background is unknown. She's a fashion designer that moved to Los Angeles from Vegas.

Quinn and Bill dated when Quinn was a very young, naive girl. She truly loved Bill, but he saw her as someone for casual hook ups. When Quinn got pregnant Bill offered her a lot of money to terminate the pregnancy. A heartbroken Quinn took the money and decided to not abort her baby and instead the young mother used Spencer's money to open a jewelry business. Quinn, who came from an abusive household decided that she and her son deserve a better future. She gave birth to Wyatt Spencer and didn't reveal to him who his father is. She also closed herself from dating men being scared to get burned again. For years all of her focus was solely on Wyatt and her business.

The big reveal
Quinn and Wyatt moved to Los Angeles where Wyatt met Hope Logan. The girl noticed that Wyatt wears the same necklace as Bill and his son Liam Spencer and told Wyatt about it. Quinn's son confronted her about the necklace, but she lied to him that she doesn't know Spencer. Wyatt and Hope secretly arranged a meeting between Bill and Quinn because they started suspecting that Wyatt might be biologically Bill's son. During the meeting the truth about Quinn's and Bill's past comes out. Even though Bill wanted Quinn to terminate the pregnancy in the past he was happy to find out that she didn't do it and now he has another adult son. Bill invited Wyatt into the family. Quinn wasn't happy about it because she was worried that Bill will have a bad influence on her son. Wyatt and Bill soon had their first fight, but eventually they make peace and even Quinn learned to be happy for their father/son relationship and noticed the benefits of it.

Quinn started being interested in Bill again and she even initiated a kiss between them, but Bill made it clear that he doesn't want to be with her. Quinn tried her luck once more when a heartbroken Bill got drunk on the day of Ridge and Brooke's wedding (Bill was in love with Brooke Logan Forrester at the time). Quinn showed up at Bill's place and they ended up having sex.
In March 2014 Quinn sneaks into Bill's bedroom and started seducing him. When Brooke showed up Bill asked Quinn to hide in the closet. When the Logan woman left Spencer asked Quinn to not say a word about the night they spent together to anyone as he thought he has a chance to get Brooke back and she asked him to give their son his surname in exchange for her silence. Later Quinn asked Bill to also show his support to Wyatt where Hope Logan is concerned because he and Bill's other son were fighting for her affection at the time. Liam found out and told his father that Quinn's demands will never have an end.
Bill and Brooke ended up back together after Ridge left Brooke for her sister Katie Logan. Quinn tried to seduce Bill again, but he rejected her and wanted to be only with Brooke. Quinn, knowing that Ridge will try to protect "his Logan" even while he is in a relationship with another woman, sent a photo of herself and Bill in bed to Ridge and pretended that she did it by accident. Ridge, wanting to save Brooke from marrying a cheater went to stop Brooke's and Bill's wedding. Ridge took Brooke to a helicopter, but didn't know that Justin Barber, Bill's friend, is the pilot. Bill called Justin and asked him to threw Ridge into the ocean. The Forrester man got lost and everyone assumed that he drowned. Wyatt was furious with Quinn for causing all this chaos. Ridge was eventually found and Brooke and Bill got married which ended any chances for Bill's and Quinn's reunion. Since 2014 until now Bill and Quinn never had more romantic or sexual interactions.
